New $10 million SBA Loan Limit (decoupled 7a and 504 loan limits)
1. The “Decoupled” $10 Million Funding Stack
The most significant change in SBA Policy Notice 5000-879058 is the decoupling of the 7(a) and 504 loan programs. Previously, SBA 7a and 504 loans shared a combined limit of $5 million, which limited business buyers and sellers’ acquisitions and, in instances where the real estate drove the total transaction value, forced sellers to retain the real estate and lease it to the buyer.
There is one catch, though, while the total SBA maximum loan value is $10 million, the loan limit for SBA 7a business acquisition loans remains at $5 million, and the 504 loan limit for real estate is $5 million. The key change is that these two maximum loan amounts are now decoupled, meaning a buyer can acquire a business for $5 million and is no longer maxed out on their SBA loan limit, having another $5 million available for operating property purchases. In this sense, the new $10 million opens up significant opportunities for acquisitions with property and additional capital equipment purchases after a larger acquisition.
$10 Million Total SBA Loan Limit As of July 4, 2026:
- $5 Million 7(a) Loan: For the acquisition of goodwill, inventory, and working capital.
- $5 Million 504 Loan: For the acquisition of real estate.
- The Result: A cumulative $10 million financing stack that allows entrepreneurs to acquire mid-market manufacturing plants and logistics hubs with as little as 10% down.
Technical Tip:
To maximize the $10M capacity, the 7(a) loan must be approved first. This sequencing ensures the 504 loan is viewed as a separate project limit.
At Pacific Business Sales, we are seeing a shift where individual buyers can now leverage more capital than ever before to acquire, modernize, and scale American companies. Here is how the 2026 rules specifically benefit key industries like manufacturing, 3pL & logistics, and distribution companies.
2. The 90% “Made in America” SBA Loan Guarantee
To incentivize the reshoring of industry, the SBA has launched the Made in America Loan Guarantee for manufacturing businesses.
- Increased Security for Lenders: For manufacturers in NAICS Sectors 31–33, the SBA now provides a 90% federal guarantee on 7(a) loans (up from the standard 75%).
- NAICS Sector 31 Non-Durable Goods – Light Manufacturing
- NAICS Sector 32 Process-Based & Intermediate Goods
- NAICS Sector 33 Durable Goods Manufacturing
- Easier Approvals: This higher guarantee significantly reduces the risk for banks, making it much easier for buyers to get approved for “asset-light” acquisitions or businesses with thinner margins.
- Broader Reach: This 90% guarantee now extends beyond traditional factories to encompass the entire food supply chain, from agriculture and production to logistics.
3. SBA Guarantee Fee Waived Manufacturing SBA Loans through September 2026
In a push to strengthen domestic production, the SBA is waiving the SBA Guarantee Fee of up to 3.5% of the loan for manufacturing industry loans through September 30, 2026:
- 7(a) Fee Relief: 0% upfront guaranty fees on manufacturing loans of $950,000 or less.
- 504 Fee Relief: Both the upfront guaranty fee and the annual service fee are waived for manufacturers. This can save a buyer tens of thousands of dollars in closing costs and ongoing interest expenses.
Strategic Advantage for Buyers and Sellers
- For Sellers: Your “Made in USA” business is now more valuable. With buyers able to finance up to $10 million with lower fees and higher guarantees, you can expect more aggressive offers and cleaner exits.
- For Buyers: This is the best environment in decades to buy a manufacturing or logistics business. The “stackable” limits and 90% guarantee allow you to preserve your own capital for operational growth rather than debt service. Plus, the SBA guarantee fee waiver for manufacturing businesses is a significant savings on your acquisition costs and lending fees.
